MEET OUR EXPERTS

Founded in 2024 by partners, Tim Sebastian and Jay Veal, the firm’s mission is to create value for our investors and expand access to care in the behavioral health space by identifying key opportunities for start-ups and acquisitions and partnering with independently owned facilities, providing the capital and expertise to accelerate growth.

Tim Sebastian

Tim Sebastian has over two decades of experience in executive leadership and large-scale business operations in multiple sectors, including retail, insurance, and energy. Tim has become an expert in the behavioral health space and brings expertise in site location, demographics, and implementation. He is known both as a team builder and for bringing projects fully operational ahead of schedule and under budget.

Jay Veal

Jay Veal has experience in executive leadership in healthcare related businesses since 1998. Since 2015, Jay has directed his focus exclusively in the behavioral health space, launching three separate treatment programs. He states, “The opportunity in primary mental health is immense and RAP is positioned to capitalize financially, but of even greater importance to us, is the opportunity to do so while expanding access to care for so many in need of quality mental health treatment.

It is estimated that more than one in five adults in the U.S. live with a mental illness (59.3 million in 2022; 23.1% of the population).

In 2024, only about 43% of the 57.8 million adults with mental illness in the U.S. received any kind of mental health care. Along with stigma, lack of available providers comprises a significant barrier to accessing treatment.

The highly fragmented behavioral health space is ripe for both start-ups and consolidation. Primary mental health treatment is among the fastest growing sectors in behavioral health. RAP focuses on primary mental health by utilizing three key strategies.

A research summary from the Office of Research and Public Affairs of the Treatment Advocacy Center reports that experts cite a range from 30 (absolute minimum) to 60 (optimal) beds per 100,000 population as the number of mental health beds needed just to maintain community health at present. However, as of March 2022, in the United States only 18.3 beds per 100,000 people existed.
